The definition of “homeless” used by the U.S. Department of Housing and Urban Development denies more than 700,000 homeless children the help they need. The Homeless Children and Youth Act (H.R. 32), sponsored by Illinois Congresswoman Judy Biggert, would fix that problem and improve government’s response to the growing problem of child homelessness.
